2 of these colonies were colonized by the descendents of Russia and China. The two countries merged in 2163, to benifit both their poor strickened economies. The Ruso-Sino colony on RS-473, grew to the point were it was necessary for the some of the colonist to move to a neighboring system, Talon-56. The 2 colonies grew and flourished, establishing a massive trade route, not only between the 2 systems, but also the remainder of the Quadrant.

In 2201, the EPG tried to place harsher restrictions on the Ruso-Sino colonies. Human reproduction was to be monitored, and limited to only one child per family. The Territorial Governer protested that the EPG was not in a position to tell people how many children they can or cannot have. The EPG sent in Federal troops to ensure that the new restictions were enforced. The Territorial Governer was removed, and the commanding officer of the Earth Enforcement Troops, (EET), took control. 

Several riots broke out in both colony systems. More troops were sent to quell the riots, but that only fueled the discontent. Finally, after 2 years of rioting and guerilla warfare, by a group that named themselves the Oppostion Forces, the EET were forced to leave the planets. The EPG threatened to destroy certain facilities and cities, if control was not handed back over to the EET Commander. The Opposition Forces turned to the outcast Territorial Governer and asked his help. The Territorial Governer was made Chairman of the People of Ruso-Sino, and swore he would fight the EPG to the death.

The 2 colonies changed the names of their colonies from RS-473 to New Moscow and Talon-56 to New Bejing. Together their forces formed the Opposition Forces, or OPFOR. Trade routes were shut down to the rest of the quadrant, merchant ships were fitted with weapon systems and ground troops were trained. Manufacturing shifted to weapons and weapons development.  The EET started a planetary assault on New Moscow, and used nuclear weapons to destroy what they thought was a weapons manufacturing city. It turned out to be an agricultural refinment center. Over 10,000,000 died in the fireballs from the orbital bombardment. Ten 50 megaton warheads were fired from orbit, and landed at ground level all within a 3 kilometer radius of city center.

The Chairman of the People sent out a broadcast quadrant-wide and denounced the EPG, and raged at the incencitivity of the EPG and the EET to have done such a hianous act. "It is the People's Will that we Fight and win!" became the slogan of the OPFOR.
